Set seven years before the main storyline of 'Detective Conan,' this series takes place at the Tokyo Metropolitan Police Department Police Academy. It follows the police academy days of key characters from the main series—Rei Furuya (Amuro Tooru / Bourbon) and his classmates Jinpei Matsuda, Wataru Date, Kagemitsu Morofushi, and Kenji Hagiwara.

Over The Rainbow made a dazzling debut. Hiro, Koji, and Ichijo quickly captured the hearts of many girls and rose to the pinnacle of the Starlight world. Inspired by them, new students kept enrolling at Edel Rose Academy. While Hiro and the others were practicing for the once-every-four-years Prism King Cup, the rival faction "Schwartz Rose" suddenly appeared, putting Edel Rose in a dire situation... Around the same time, Koji, the genius lyricist and composer who is also a pillar of Over The Rainbow, received a huge offer from American film music production. With the Prism King Cup approaching next year, the three face a crisis that threatens the very survival of Edel Rose Academy.
